Começou nesta quarta-feira (21) o prazo para que candidatos e partidos políticos enviem à Justiça Eleitoral a prestação de contas parcial referente às Eleições Municipais 2020. Todos os candidatos, independentemente de estarem com o registro deferido ou não, deverão encaminhar a prestação de contas parcial até este domingo (25), por meio do Sistema de Prestação de Contas Eleitorais (SPCE).
Devem constar da prestação de contas parcial toda a movimentação financeira e/ou estimável em dinheiro ocorrida do início da campanha até o dia 20 de outubro, conforme previsto na Resolução TSE nº 23.627/2020, que instituiu o novo calendário das Eleições 2020, em razão da pandemia de Covid-19.
De acordo com o artigo 47, parágrafo 6º, da Resolução TSE nº 23.607/2019, a não apresentação da prestação de contas parcial ou a sua entrega de forma que não corresponda à efetiva movimentação de recursos caracteriza infração grave, salvo justificativa acolhida pela Justiça Eleitoral, que será apreciada no julgamento da prestação de contas final.
Os dados das prestações de contas parciais serão divulgados pelo Tribunal Superior Eleitoral no dia 27 de outubro, por meio do sistema DivulgaCandContas.
Sobre a prestação de contas
A prestação de contas é um dever de todos os candidatos, inclusive vices e suplentes, e dos diretórios partidários. Essa é uma medida que garante a transparência e a legitimidade da atuação partidária no processo eleitoral.
O candidato que renunciar à candidatura, dela desistir, for substituído, ou tiver seu pedido de registro indeferido pela Justiça Eleitoral deverá prestar contas correspondentes ao período em que participou do processo eleitoral, mesmo que não tenha realizado campanha. Se houver dissidência partidária, os dissidentes também deverão prestar contas.
Elaboração e prazos para envio
Para elaborar as prestações de contas, parciais e finais, a Justiça Eleitoral disponibiliza o Sistema de Prestação de Contas Eleitorais (SPCE). Importante ressaltar que a ausência de prestação de contas parciais pode repercutir na regularidade das contas finais, bem como na apresentação de contas cuja movimentação não corresponda à realidade.
