A partir do próximo dia 16 de outubro, as visitas presenciais nos estabelecimentos prisionais do Rio Grande do Sul estarão liberadas. A data prevista para o retorno dos visitantes era neste fim de semana, entretanto a Secretaria da Administração Penitenciária (Seapen) e a Superintendência dos Serviços Penitenciários (Susepe) atualizaram a nota técnica prorrogando por mais 12 dias a suspensão de visitas.
A decisão de liberação tem por base um plano de retomada gradual e controlada, já construído pela Pasta, o qual está em fase de validação junto aos órgãos competentes, dentre eles a Secretaria Estadual da Saúde e o Gabinete de Crise para o Enfrentamento da Epidemia Covid-19.
A retomada se dará no momento em que os indicadores relacionados à pandemia apresentam melhoras consistentes, com redução das taxas de contaminação, internações e óbitos, conforme evidenciam o mapa do distanciamento controlado apresentado semanalmente pelo Governo Gaúcho e o boletim diário de monitoramento da Covid 19 no sistema penitenciário, o que viabiliza o retorno das visitas presenciais, sem que servidores penitenciários, pessoas presas e familiares sejam expostos a riscos excessivos.
“O regresso das visitas somente será possível nesse momento, em razão do sucesso do nosso plano de contingência e do esforço coordenado de todos os operadores do sistema”, ressaltou o superintendente da Susepe, Cesar da Veiga.
O secretário Cesar Faccioli também destacou o excelente trabalho dos servidores da Susepe e da Brigada Militar, com atuação no sistema, no combate à crise, lembrando que “a transição para um futuro estado de normalidade não dispensará a manutenção da prontidão e vigilância permanentes na observância estrita de todos os protocolos sanitários desenvolvidos pelo Governo do Estado do RGS”. E acrescentou: “Permanece fundamental para o sucesso dessa transição a compreensão e a colaboração dos familiares para que continuemos avançando, com segurança”.
As visitas presenciais, no sistema prisional gaúcho, foram suspensas em 23 de março, como forma de prevenção à disseminação do Coronavírus. Em 8 de abril, foi instituída a modalidade de visita virtual, como forma de mitigar o distanciamento ocasionado pela suspensão das visitas presenciais e de manter, na medida do possível, o vínculo da pessoa presa com o mundo externo, especialmente com seus familiares. O sistema já funciona em 101 casas prisionais do Rio Grande do Sul e permanecerá em expansão mesmo após a retomada das visitas presenciais.
